Suppliers, Purchasing and Auctions

In this section you will find all the information related to medical service providers and suppliers of goods and services of the State Insurance Fund Corporation (SIFC). If you want to verify or submit invoices, submit proposals, participate in auction processes or learn about applicable regulations, this space will provide you with access to the resources and guidance needed for each process.

Purchasing Office

The SIFC has a Purchasing Office, responsible for managing the acquisition or leasing of non-professional goods and services for the Corporation. This office also manages the auction and evaluation processes of proposals submitted by external suppliers.

Purchasing Regulations

  • Establishes the policy to acquire goods, works and non-professional services in the CFSE.
  • Defines the planning, invitation, evaluation and award processes.
  • It includes reconsideration and judicial review mechanisms in accordance with applicable law and jurisprudence.

The Auction Board is the body responsible for ensuring transparency and legality in SIFC's institutional acquisitions.

Auction Regulations

All auctions are governed by Regulation No. 9435. This regulation establishes:
  • Types and classifications of purchases
  • Stages of the auction process
  • Evaluation and award criteria
  • Notification and reconsideration procedures
  • Institutional and proponent responsibilities

Auction Board

  • Collegiate body with 5 full members and 2 alternates, appointed by the Administrator.
  • Evaluates proposals for the acquisition or leasing of goods, works and non-professional services.
  • Recommends awards in processes with estimated costs equal to or greater than $50,000.00.

Auction Notices or Request for Proposals

  • Published in the Single Auction Registry (RUS) or other authorized media.
  • They announce the request for offers to acquire goods, works or non-professional services.
  • The RUS is the official portal to register and consult notices in accordance with Law No. 205-2012.

Auction Board Regulations

  • Defines the jurisdiction and functions of the CFSE Auction Board.
