At the State Insurance Fund Corporation, we cordially welcome you to our institutional digital platform. This space has been designed to provide safe, transparent and efficient access to the services that, by law, we provide to the citizens of Puerto Rico.

We are a public corporation created by Act No. 45 of 1935, known as the Workers' Compensation System Act. This legislation establishes a compulsory insurance system for all workers who, in the performance of their duties, suffer an accident or develop an occupational disease. As part of our legal duty, we guarantee specialized medical care, financial compensation and rehabilitation services, ensuring the recovery of the injured and their possible reintegration into the world of work.

Since our founding, we have been an essential pillar in public occupational safety policy in Puerto Rico. Through our actions, we protect employees and employers, promoting safe working conditions and the prevention of occupational risks.

Today, as part of our process of institutional transformation, we are moving towards a new era of technological modernization. This portal is part of that effort: a more accessible, interactive and functional digital platform, where workers, employers, injured people and professionals can carry out procedures, consult information and access resources and services without having to attend in person.

Historical Background

The SIFC was established by Act No. 45 of April 18, 1935, in response to the urgent need to protect workers in an expanding industrial and agricultural context. Inspired by existing workers' insurance models in Europe and the United States, the law sought to ensure fair compensation for injured employees and prevent the economic collapse of their families in the event of an accident at work.

Since then, the SIFC has evolved to respond to changes in the world of work, incorporating new technologies, expanding its service network and strengthening its oversight and health care mechanisms. More than eight decades later, it remains a key institution in the country's social security system.

Act No. 45 — Workers' Compensation Act

Act No. 45 states that every employer who employs one or more workers must purchase an insurance policy with the SIFC to guarantee coverage in case of accidents or occupational diseases. This law has three main objectives:

  • Protect the worker with medical services and financial compensation in case of occupational injuries.
  • Grant employer immunity to the insured employer, preventing civil claims by the covered worker.
  • Promote risk prevention through monitoring, occupational education and technical advice.

The law also defines the SIFC's governance framework, its financial autonomy, and the way in which premiums are determined based on the risk classification of each economic activity.
